to me, I advised that the new Rriles should.
be proclaimed in the Shape of an additional
Pension Minute and carried into effect under the Provisions of Ordinance No 10 of 1862 which provides that "There shall be payable in every year
Majesty Her Heirs, and - Succesors, out of the General Revenue of the

Colony of Hongkong, all such Sums as
may
become due in respect of any Pensions, Retired Allowances, and Gratuities
granted
or to be
granted by order of Her Majesty's Secretary of
State for the Golonies, or in bonformity
with the
Provisions contained in the minutes of Government
relating thereto, hereafter to be isoned?"
This course has been adopted und
seems to me to be not only the Simplest one, but
the one indicated by the Provisions of the
above Ordinance.
